Beaches: Albanian Riviera vs Bay of Kotor
This is the comparison most travellers actually care about, and it's not really apples-to-apples. The Bay of Kotor is a fjord-like inlet — jaw-dropping to look at, but the water is dark, deep and lined with promenades rather than beaches. Great for a boat day, poor for a lie-on-the-sand holiday.
The Albanian Riviera — Ksamil, Gjipe, Dhërmi, Himarë, Borsh — is closer in feel to the Greek Ionian: clear turquoise water, pebble coves, tavernas at the back of the beach. Montenegro's true beach coast is south of Budva (Sveti Stefan, Petrovac, Ulcinj's long sandy strip), and it's good — just shorter and busier in peak weeks than Albania's 450 km of coastline.

Driving & getting around
Montenegro is easier to drive: shorter distances, better signage, fewer surprises. Albania rewards patience — the SH1 north from Tirana is a proper motorway, but the Riviera road (SH8) and the Arbër road east are slower mountain drives where 60 km can eat two hours. Rent a small car in Albania (Fiat Panda, Hyundai i10) and don't attempt Theth in a saloon.

If we had to pick one for a first Balkan trip today, it's Albania — more coast, more variety, better value, and it's still on the up-slope of tourism rather than the plateau. Montenegro is a brilliant week, especially the Bay of Kotor, but the country is small enough that you can see the marquee sights in 5–6 days. If time allows, don't choose — do both.
One caveat for Albania: allow more time between stops than the map suggests. A "2-hour" mountain drive is often three.
