Where the rental desks are at TIA
Walk out of baggage reclaim and turn right. The rental counters form a single row on the arrivals concourse — the international brands and the larger Albanian operators are all here, open for every scheduled arrival including late-night ones.
The cars are in the covered car park directly opposite the terminal, a two-minute walk. There is no bus for on-airport companies.
Off-airport companies — usually the cheapest quotes online — meet you in arrivals with a name board and shuttle you 3–8 minutes to a nearby lot, or deliver the car to the terminal kerb. Both are fine; just budget an extra 20–30 minutes and confirm the meeting point by message before you fly.

Deposits, cards and paperwork
Bring a credit card in the main driver's name. Blocks range 300–1,500 EUR depending on class and the cover you buy. Debit cards are refused by the international brands; several local firms accept them against a cash deposit of 200–500 EUR.
At the desk you need: passport, driving licence (held 1–2 years), credit card. An IDP is only needed if your licence is not in the Latin alphabet.
Take two minutes of video around the car in the car park before driving off, including wheels, windscreen and the roof. TIA's covered park has good light at any hour.
Insurance: the part that decides your bill
Standard CDW leaves an excess of 800–2,000 EUR and excludes tyres, glass, undercarriage and roof — exactly what Albanian roads damage. If your route includes the Riviera, Llogara or anything north of Shkodër, pay for the package that names those parts, and check it appears on the printed contract.
Third-party excess policies bought before you fly are cheaper, but you pay the damage first and claim it back, so you need the headroom on your card.
Getting out of the airport
The exit is simple: follow signs for Tiranë / SH2, and within four minutes you are on the airport spur that joins the main highway.
